A one-day Special Outreach Programme focusing on Viksit Bharat@2047 was held at the Royal Academy of Law in Oinam, Bishnupur District, organized by the Central Bureau of Communication, Regional Office, Imphal. The event featured prominent attendees including Yelam Ramananda Singh (Secretary, Governing Body), Eliza Maisnam (Principal), Ibeyaima Thounaojam (Lecturer), and Thokchom Anthony from the Central Bureau of Communication as part of the presidium.
Key discussions during the programme centered on enhancing the administration of justice, a critical component of democracy, in the context of achieving the vision of Viksit Bharat by the year 2047. Significant emphasis was placed on the modernization of courts and the introduction of new legislative measures such as The Bharatiya Nyaya Sanhita (BNS), 2023, The Bharatiya Sakshya Adhiniyam, 2023, and The Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023. These laws aim to bolster victim rights through a victim-centric approach that ensures timely information, compensation, and participation in legal proceedings.
Notable changes brought by these new laws include mandatory updates to victims within a 90-day period, the option for electronic First Information Reports (FIRs), guaranteed medical care for victims of sexual offenses, acceptance of victim testimonies in court, and enhanced protections for women and children. These contemporary laws have replaced outdated colonial-era legislations such as the Indian Penal Code, Code of Criminal Procedure, and Indian Evidence Act.
Additionally, the event featured an on-the-spot quiz competition related to Viksit Bharat by 2047 and awarded mementoes and certificates to the winners. Cultural contributions included a theme-based one-act play presented by the M/s Kangjabi Meitei Chanu Artiste Association and performances by M/s Golden Heritage, Private Registered Troupes of CBC, RO, Imphal. Ch. Shebalini Devi, NSS Programme Officer at the Royal Academy of Law, Oinam, was among other notable attendees at the event.
