During his address, the Chief Minister emphasized the importance of prioritizing the development of border areas in light of Manipur’s international border with Myanmar. He acknowledged Union Home Minister Amit Shah’s role in including five districts—Tengnoupal, Kamjong, Ukhrul, Chandel, and Churachandpur—under the programme, which identifies 143 villages in Manipur for targeted development. These villages are set to benefit from enhanced infrastructure, better connectivity, and improved service delivery.

Khemchand Singh reiterated the necessity of timely and synchronized implementation of the programme, outlining the responsibilities of the Planning Department, district administrations, and security forces like the Assam Rifles. He invoked the vision of “Sabka Saath, Sabka Vikas,” emphasizing that the initiative should reach all segments of the population and expressed optimism that the workshop would foster better coordination and effective ground delivery of services.

Chief Secretary Dr. Puneet Kumar Goel supported this focus, underlining the essentiality of strategic planning and collaboration with border guarding forces. He mentioned that a gap analysis had been conducted to evaluate the current state of infrastructure and connectivity in border regions. Goel identified crucial areas of focus including road connectivity, the expansion of telecom services and 4G under BharatNet, and electrification, particularly in districts like Churachandpur, Kamjong, Ukhrul, and Tengnoupal.

The workshop also saw participation from Major General Gaurav Sharma, IGAR (South), along with senior government officials, Deputy Commissioners from the involved districts, senior district officials, sector commanders, and other stakeholders, with remote attendance facilitated via video conferencing for those unable to join in person.
