Coordinating Committee on Manipur Integrity says it can’t guarantee safe passage of Meiteis in Kuki-Zo areas

The Committee on Tribal Unity (CoTU) has emphasized the critical importance of buffer zones between valley and hill areas, stating that it cannot guarantee safe passage for Imphal Valley community members into Kuki-Zo-dominated districts, like Sadar Hills Kangpokpi. In a strong statement, CoTU argued that these buffer zones are essential for preventing violence and safeguarding constitutional protections for tribal communities, asserting they act as a barrier against violence and the erosion of tribal rights. The Committee claimed that the Kuki-Zo community has endured ongoing hostility and violence since May 3, 2023, which they say has led to mass displacement from the Imphal Valley.

CoTU criticized the reinstallation of a government under the BJP-led central administration, labeling it a “short-sighted political discourse” driven by electoral motives, ignoring the concerns of the Kuki-Zo community. It noted that Kuki-Zo MLAs supported their valley-based peers in this governmental transition despite a backdrop of significant distrust. Furthermore, the Committee alleged that some valley-based MLAs had aligned with an armed militia, which has sparked political contention in the state.

The CoTU warned Kuki-Zo representatives that their political future relies on the current Union leadership, with expectations for a viable political settlement. They reiterated their demand for a long-term political solution, proposing a Union Territory with a Legislature under Article 239A of the Constitution for the Kuki-Zo community. The Committee maintained that any forced reconciliation efforts between the Kuki-Zo in the hills and the Meitei in the valley do not equate to true normalcy. They also made clear that they, or any civil society organization, cannot be held responsible for ensuring safe passage for Imphal Valley community members in Kuki-Zo-majority regions as the violence and displacement issues remain unresolved.
