Height clearance now mandatory within 56 km of Imphal airport; district authorities issue strict warning

The District Magistrate of Imphal West has issued a crucial public notice mandating all residents, landowners, and builders to secure a No Objection Certificate (NOC) for height clearance before constructing any buildings or structures within a 56-kilometre radius of Imphal International Airport. This regulation has been enforced to ensure the safety of air navigation and aircraft operations in compliance with national aviation laws.

The directive is in line with provisions under the Bharatiya Vayuyan Adhiniyam, 2024 (Indian Aircraft Act, 2024), the Aircraft (Demolition of Obstructions) Rules, 1994, and the Ministry of Civil Aviation’s GSR 751(E) notification dated September 30, 2015. Special attention is being given to properties falling under the Red Zone of the Colour Coded Zoning Map (CCZM), where restrictions on height are most stringent due to their proximity to the airport’s flight path. To streamline the process, the Airports Authority of India (AAI) has developed the No Objection Certificate Application System (NOCAS)—an online portal available via www.aai.aero or directly at https://nocas2.aai.aero.

The platform allows applicants to check maximum permissible heights for construction in their area using an interactive zoning map. The district administration has cautioned that any unauthorized construction or obstruction, including buildings, towers, or even tall trees that exceed prescribed height limits, will be dealt with under the Aircraft Rules, 1994, and may attract demolition orders or other legal action. “This is a mandatory compliance measure for the safety of all air travellers and to avoid any threat to aircraft operations,” said an official from the district administration. “Public cooperation is essential.”
