ITLF passes resolution restricting entry into Kuki-Zo areas until political solution is reached

The Indigenous Tribal Leaders’ Forum (ITLF) has announced a new resolution stating that Meitei individuals will not be allowed to enter Kuki-Zo inhabited areas until a political solution addressing the concerns of the Kuki-Zo community is achieved. The decision was taken during a meeting held on February 12, 2026, according to an official press release issued by the organisation.

The ITLF said the resolution comes in the aftermath of the violence that began on May 3, 2023, between the Meitei and Kuki-Zo communities in Manipur. The organisation stated that since the outbreak of the conflict, it has repeatedly emphasised the urgent need for a lasting political settlement to prevent further incidents of arson, killings, and destruction.

In the press release, the forum explained that the decision was adopted with the aim of protecting lives, maintaining public order, and preventing any possible escalation of tensions in sensitive areas. The ITLF maintained that the restriction is a temporary measure and will remain in place until what it described as a “viable political solution” for the Kuki-Zo community is achieved through dialogue and official processes.

Leaders of the forum stated that the resolution is not intended to create additional divisions but is meant to ensure safety and stability in areas that have already witnessed prolonged unrest. According to the organisation, several local communities have expressed concern over security and the possibility of renewed clashes if proper safeguards are not maintained. The forum said that its decision was taken after discussions with community representatives and local leaders who highlighted the need for stronger preventive measures.

The ITLF also appealed to all communities, authorities, and other stakeholders to respect the resolution and cooperate in maintaining peace on the ground. It urged government agencies and civil society groups to work together toward restoring normalcy and ensuring that a political settlement is reached as soon as possible. The forum stressed that long-term peace can only be achieved through constructive dialogue and clear administrative arrangements that address the grievances of all affected communities.

The press release further noted that the organisation continues to call for sustained political engagement by the concerned authorities to bring a comprehensive and permanent solution to the conflict situation. According to the ITLF, repeated incidents of violence over the past years have shown the need for clear and structured measures that can prevent further misunderstandings and confrontations between communities.
