COCOMI Slams Violence in Manipur’s Torbung, Calls for Swift Legal Steps

The Coordination Committee on Manipur Integrity (COCOMI) condemned an armed firing and bombing incident in Torbung, Bishnupur district, claiming it terrorized civilians and breached constitutional rights. The attack, allegedly by Kuki militants, occurred on December 16, provoking public panic and endangering safety. COCOMI argues that such violence violates the Right to Life and Personal Liberty under Article 21 of the Constitution, undermining public order and democratic principles.

The organization criticized Kuki-Zo Council leader Ginza Vualzong for allegedly justifying the attack, labeling such remarks as inflammatory and potentially inciting violence under Indian law. COCOMI referred to relevant legal statutes such as the Indian Penal Code, Unlawful Activities (Prevention) Act, and others designed to protect citizens and maintain order.

Expressing concern over repeated armed attacks and a sense of impunity, COCOMI demanded FIR registration, transfer of the investigation to a special team, legal action against violence justifiers, and increased security in vulnerable areas. They called for a report on actions taken, emphasizing that inaction could lead to more violence and community alienation. COCOMI reaffirmed its commitment to peace, constitutional governance, and human rights protection in Manipur.
