The Manipur budget for 2025–2026 was presented to the Lok Sabha by Finance Minister Nirmala Sitharaman, who projected spending of Rs 35,103.90 crore, up from Rs 32,656.81 crore in the current fiscal year. The total amount received has increased from Rs 32,471.90 crore in 2024–2025 to Rs 35,368.19 crore. Documents show that the capital expenditure climbed by 19% to Rs 7,773 crore during the current fiscal year, which ends in March 2025. The Union Finance Minister stated, “At this point, I am requesting a ‘Vote on Account’ for the first half of the fiscal year 2025–2026.”
The budget for Manipur includes Rs 9,520 crore for social sector expenditures and approximately Rs 2,000 crore under Special Assistance to States for Capital Investment (SASCI). Internally displaced people have been given Rs 15 crore for temporary accommodation, Rs 35 crore for housing, Rs 100 crore for relief efforts, and Rs 7 crore for compensation in order to aid and rehabilitate them. For 2025–2026, Rs 2,866 crore has been budgeted for incentives for police officers stationed in high-risk locations.
Additionally, Sitharaman presented the additional funding requests for Manipur for 2024–2025. The entire amount spent was projected to be Rs 34,899 crore in the Budget Estimate (BE) 2024–2025. In the 2024–25 Revised Estimates (RE), this has been changed to Rs 32,657 crore. For BE 2024–2025, revenue and capital receipts were projected to be Rs 27,716 crore and Rs 7,099 crore, respectively. In RE 2024-25, this has now been changed to Rs 24,374 crore and Rs 8,098 crore, respectively. According to projections, the fiscal deficit for RE 2024–2025 will be 4% of GSDP.
