Khemchand Directs DCs to Support Hailstorm Victims

On the morning session of the Manipur Legislative Assembly, Chief Minister Y. Khemchand Singh presented the 16th Annual Report (2022–2023) of the Manipur Information Commission. The Secretary informed the Assembly about the Governor’s assent to several Bills, including: The Manipur Contingency Fund Bill, 2024; The Dhanamanjuri University (Second Amendment) Bill, 2024; The Manipur Private School (Registration and Regulation) (Amendment) Bill, 2024; The National Law University, Manipur Bill, 2024; and The Manipur Goods and Services Tax (Seventh Amendment) Bill, 2024.

During the question hour, in response to a query from MLA Thokchom Lokeshwar Singh regarding the construction of the Sawombung-Sagolmang-Keibi road, the Chief Minister reported that approximately ₹1,669 lakh had been disbursed to the contractor involved. Home Minister Govindas Konthoujam addressed MLA Surjakumar Okram’s inquiry about the verification of UNLF(P) cadres, revealing that 1,435 cadres have been verified and are receiving monthly stipends of ₹6,000 each. He further reported that the resettlement process for Internally Displaced Persons (IDPs) has been initiated.

The Chief Minister also responded to a calling attention regarding a contractor’s murder in Keirak, Kakching district, expressing his condolences and stating that an investigation is ongoing. Regarding recent hailstorm damage, he assured that District Commissioners would assist displaced families, and assessments of affected homes and crops would follow, utilizing geotagged photographs for documentation.

The morning session included cut motions on Demand No. 11 regarding Medical, Health, and Family Welfare Services. In response to a motion by Kangujam Ranjit Singh about the ineffective implementation of the Chief Minister-gi Hakshelgi Tengbang (CMHT), the Chief Minister committed to a departmental enquiry to address any misconduct. He defended the state’s infant mortality rate statistics, noting it is lower than the national average, and highlighted the ongoing efforts in rural healthcare, with 86 out of 93 Primary Health Centres (PHCs) operational.

Additionally, he mentioned the distribution of Health Cards to IDPs to facilitate health check-ups and the provision of mental health support. He proclaimed that around 30 lakh patients have availed of free diagnostic services through the National Health Mission. The Assembly session was adjourned until 2 pm.
