The Kuki Organisation for Human Rights Trust (KOHUR) has sharply criticised the Manipur government and state police for what it calls “misleading and legally deficient” Action Taken Reports (ATRs) submitted to the National Human Rights Commission (NHRC). In its final representation filed under Case No. 3/14/0/2025, KOHUR alleged that the ATRs overlook widespread attacks on the Kuki-Zo community, downplay institutional failures, and rely heavily on selective or incomplete data.
The submission accuses authorities of ignoring Supreme Court directives and key findings by international human rights groups, including UN bodies and Amnesty International. KOHUR said that 37 reports submitted by a Supreme Court-appointed committee documenting stalled investigations were excluded from the ATRs. The Trust cited several high-profile cases that reflect ongoing impunity: the assault on BJP MLA Vungzagin Valte, sexual violence and killings of Kuki-Zo women, the burning alive of seven-year-old Tongsing Hangsing and family, and the murder of Income Tax officer Letminthang Haokip.
According to KOHUR, more than 60,000 people—mostly Kuki-Zo civilians—have been displaced. Relief camps remain overcrowded, and many hospitals in the hill districts are barely functional. KOHUR urged the NHRC to reject the ATRs, initiate an independent judicial inquiry, strengthen protections for Kuki-Zo communities, and ensure fair compensation and improved humanitarian access.
