The Manipur Legislative Assembly on Wednesday unanimously reaffirmed its earlier resolutions calling for the updating of the National Register of Citizens in the state before the Census is conducted.
During the evening sitting of the eighth session of the 12th Manipur Legislative Assembly, Chief Minister and Leader of the House Yumnam Khemchand Singh moved a resolution urging the Government of India to update the NRC in Manipur before conducting the Census, citing the interests of the state and the country. The resolution also reiterated the Assembly’s earlier decisions of August 5, 2022, and March 1, 2024.
The Chief Minister also tabled four documents, including two reports of the Comptroller and Auditor General of India concerning the state’s finances and various sectors, the Manipur Private School Registration and Regulation Rules, 2024, and the Manipur Town and Country Planning (Sixth Amendment) Ordinance, 2026.
Khemchand Singh further presented the Business Advisory Committee Report for 2026 and moved a motion seeking the House’s approval for the government’s proposed allocation of time for legislative business.
Responding to a Calling Attention Motion raised by MLA K. Ranjit Singh, Home Minister Govindas Konthoujam said the state government and the people of Manipur remained committed to protecting the territorial integrity of the state. He said there was no official report regarding any land-swap agreement between India and Myanmar and added that most of the fencing along the international border had been completed.
Replying to another Calling Attention Motion raised by MLA K. Meghachandra, the Home Minister appealed to all sections of society to share responsibility and uphold humanitarian values in efforts to restore peace. He also called upon religious and community leaders to come forward and help bridge the trust deficit among different communities.
The Chief Minister later presented the First Batch of Demands for Supplementary Grants for 2026-27 involving a total of Rs 3,861 crore under 31 demands and one appropriation. Of the total amount, Rs 12 crore is charged to the Consolidated Fund of the State, while Rs 3,849 crore has been placed before the House for voting.
Khemchand Singh said about 90 per cent of the provisions under the supplementary demands were related to Centrally Sponsored Schemes, NABARD-supported programmes and externally aided projects. He said the allocation reflected the government’s continued efforts to mobilise central and external resources for development programmes and ongoing projects.
The Chief Minister subsequently introduced several government bills, including those relating to town and country planning, conservation of paddy land and wetlands, goods and services tax, AYUSH, business and investment facilitation, shops and establishments, and unified trade, shop and establishment licensing.
Deputy Chief Minister Nemcha Kipgen introduced the Manipur Panchayati Raj (Ninth Amendment) Bill, 2026, while Home Minister Govindas Konthoujam introduced the Manipur Fire and Emergency Service Bill, 2026.
The Assembly was adjourned later in the day and will meet again at 11 am on September 3.
