Manipur Assembly’s seven-sitting Budget Session starts today; the state budget is to be presented

The Budget Session of the 12th Manipur Legislative Assembly will begin on Monday and continue until March 17. The session will consist of seven sittings, with the State Budget for the financial year 2026–27 scheduled to be presented on the opening day.
According to the provisional calendar issued by the Secretary of the Manipur Legislative Assembly, the first day of the session will begin with obituary references, if any, followed by the presentation of the Business Advisory Committee (BAC) report. The budget estimates for 2026–27 will then be tabled, along with discussions on the governor’s address.
On the second day of the session, scheduled for Tuesday, members will hold a general discussion on the supplementary demands for grants for the financial year 2025–26. This will be followed by discussion and voting on the supplementary demands. A general discussion on the budget estimates for 2026–27 will also take place on the same day.
The proceedings on March 11 will include the presentation of committee reports, if any, along with discussion and voting on supplementary demands for grants related to various government establishments covering around ten departments. A motion for the election of members to three financial committees of the Assembly will also be taken up during the sitting.
From March 12 onwards, the Assembly will conduct question-and-answer sessions where members can raise issues related to governance and departmental functioning. Discussions on matters concerning different government departments will also be held during this period. Any government bills, if introduced, may also be considered and passed before the session concludes.
The decision to convene the Budget Session was finalized during a meeting of the Business Advisory Committee held on Friday. The meeting was chaired by Assembly Speaker Thokchom Satyabrata and attended by Chief Minister Yumnam Khemchand Singh along with other members.
It may be recalled that the seventh session of the 12th Manipur Legislative Assembly was earlier held on February 5, beginning with the governor’s address. That session took place a day after BJP leader Yumnam Khemchand Singh was sworn in as the 13th Chief Minister of the state. The Assembly was later adjourned sine die.
The upcoming budget session is expected to focus on the state’s financial planning and key policy priorities for the coming fiscal year.
