State Monitoring Cell, Rural Development & Panchayati Raj Department, Government of Manipur organised a one-day Media Dialogue of Jan-Samvaad (Public Outreach) based IEC Programme for Viksit Bharat-Gaurantee for Rozgar and Ajeevik Mission (Gramin) (VB-G-RAM-G) at the Classic Hotel, North AOC, Imphal today. The programme was mainly held to promote awareness and dialogue with media representatives on the provisions and impact of VB-G-RAM-G and to strengthen public outreach and information dissemination.
It may be mentioned that Viksit Bharat-Guarantee for Rozgar and Ajeevika Mission (Gramin) (Viksit Bharat-G-RAM-G) Act, 2025 reforms the Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA), 2005 and builds a modern framework aligned with Viksit Bharat 2047. It guarantees 125 days of wage employment per rural household for adults willing to do unskilled manual work. Along with employment, it focuses on creating strong and lasting rural infrastructure through four priority verticals such as Water security-focusing on water projects, building on Mission Amrit Sarovar’s 68,000+ revived water bodies to support farming and recharge groundwater; Core-rural infrastructure-better roads, connectivity, and basic services to boost rural economic activity; Livelihood-related infrastructure-storage, markets, and production assets to diversify incomes and add value; and Special works to handle extreme weather. All created assets are integrated into the Viksit Bharat National Rural Infrastructure Stack, ensuring a unified and coordinated national development strategy.
Sumant Singh, Commissioner (RD&PR), during the session highlighted the various programme implemented by the government which were mainly focussed in employment creation to reduce poverty in the country. He said all the programme till 2005, were implemented through administrative arrangement and for the first time in 2005, a legal guarantee was given by the parliamentary act and G-RAM-G is also a legal guarantee programme that every eligible person has a legal entitlement of 125 days of employment which is the biggest highlight.
Sumant said that every aspect of G-RAM-G programme to be launched in the state has been monitored. He further added that G-RAM-G is more focussed on asset creation in rural areas that will become as a part of National Rural Infrastructure Stack block database to monitor the assets created in the villages, blocks etc.
He stated that, under MGNREGA, the state got the highest and largest allocation for 60 days of employment ever received for the year 2025-26 considering the tough situation of the state. He said that various IEC activities are taken up in rural areas but not visible in urban areas. He said that the purpose of the programme is mainly to engage the media persons to share the mandate of G-RAM-G to the people in the urban areas.
