NewGlobe’s STAR programme delivers global learning gains in Manipur, reaches 38,000 students amid crisis

NewGlobe Education Services India LLP has reaffirmed its long-term commitment to Manipur’s education sector following the successful completion of the STAR Education programme, implemented in partnership with the Samagra Shiksha Implementation Society since September 2021. Rolled out in July 2022, the initiative delivered strong, measurable outcomes across 511 schools, benefiting over 38,000 students and 2,809 educators statewide.

Within 18 weeks across 253 schools, the programme recorded a 0.22 standard deviation gain in literacy and 0.43 in numeracy, placing it among the top global education interventions. It outperformed 80% of similar programmes in English and 90% in mathematics across low- and middle-income countries.

Despite conflict-led closures in 2023, NewGlobe extended support to 2,800 children in 64 relief camps, distributing over 3,000 activity books and launching community-driven initiatives. The programme also deployed 2,515 tablets, 524 smartphones and 287,000 learning materials, while creating 55 local jobs.

With Manipur losing nearly two academic years due to COVID-19 and conflict, experts warn of a potential 18–28% lifetime income loss for affected students, underlining the need for targeted interventions.

Imphal is witnessing a shift towards data-driven and technology-enabled learning models following STAR’s success. Rising enrolment, improved outcomes and digital integration have boosted demand for edtech tools, teacher training and private academic support services. Stakeholders believe such scalable interventions could attract future investment and accelerate recovery of learning losses while strengthening long-term human capital development in Manipur.
