₹3 Lakh Compensation Announced for S*xual Violence Victims, Says CM

The 7th Session of the 12th Manipur Legislative Assembly focused on discussions and voting for 7 Demands for Grants for the Financial Year 2026–27 on its sixth day, approving a total allocation of Rs. 2524,88,16,000 across various departments. Notable approvals included specific amounts such as Rs. 16,29,33,000 for Information and Publicity, Rs. 1423,53,69,000 for Medical, Health and Family Welfare Services, Rs. 88,01,91,000 for Consumer Affairs, Food and Public Distribution, among others. The House also passed The Manipur Money-Lenders Bill, 2026, introduced by the Chief Minister, which mandates the involvement of Chartered Accountants in the financial oversight of money lenders in the state.

During the session, the Chief Minister addressed various Cut Motions, revealing that there are no recorded resignations of super specialist doctors at JNIMS, indicating their non-transferable status. He highlighted that Manipur holds the lowest AIDS transmission rate in India. In response to a query regarding Drug Inspectors, he noted that half of the 16 sanctioned positions are filled, with plans to address the vacancies in the future. An online portal for pharmaceutical licenses has already generated Rs. 52 lakh in revenue.

Regarding Consumer Affairs, he confirmed that the e-KYC process for ration card registration has resumed after a temporary halt due to technical difficulties. He explained delays in rice ration distributions are due to expected allocations arriving in April. On the issue of election petition delays in the High Court, the Chief Minister acknowledged that the court is currently under-staffed, with two judges’ positions vacant, although efforts are underway to expedite the hiring process.

In response to concerns about welfare support for vulnerable groups following conflict since May 3, 2023, he revealed a plan to support 6,646 identified IDP children with Rs. 4,000 per month, although funding has only been secured for 1,932 children thus far. A plea for the remaining funds has been sent to the Ministry to ensure proper assistance distribution.
