Chief Minister Yumnam Khemchand Singh launched the Manipur Heli Service Portal, today during the Grand Finale of National Road Safety Month Observation, 2026 at the City Convention Centre, Imphal.
The Manipur Heli Service Portal is a forward-looking digital initiative enhancing connectivity and accessibility. Addressing the gathering briefly, the Chief Minister announced that the government is committed and will strive to repair neglected roads to enhance road safety and reduce accidents. Yumnam Khemchand Singh also flagged off two interceptor vehicles of the Transport Department during the event. These interceptor vehicles will enhance road safety by detecting traffic violations, such as speeding, lane cutting, and not wearing helmets, in real-time. Equipped with high-definition cameras, 4D radar/LiDAR, and breath analyzers, these units automate e-challan generation to curb road accidents and fatalities. These vehicles represent enhanced enforcement capability and a technological step forward in ensuring compliance, monitoring speed regulations, and promoting responsible driving across Manipur.
A joint effort of both the government and the public is needed to prevent road accidents, Minister Konthoujam Govindas Singh said, highlighting that around 1.8 lakhs of deaths due to road accidents are reported in India annually. The minister also reiterated the need to strictly follow traffic rules to minimise casualty due to road accidents.
Minister Khuraijam Loken Singh stated the need to spread proper awareness of traffic rules to ensure that drivers follow these rules strictly. He further stressed on the need to organize events which spread awareness on traffic rules across the State. Chief Secretary, Dr. Puneet Kumar Goel stressed that there are four main stakeholders in preventing road accidents, which are Public Works Department, Transport Department, Traffic, and the public. Additional Chief Secretary Anurag Bajpai stated that the fatality rate in Manipur on road accidents is almost three times that of the national average. “Major problems are overloading, drunk driving, blank registration plates, wrong side driving, not wearing seat belts, using phones, not wearing helmets,” he said, highlighting that the measures for road safety must come from within and every rule that we follow on roads will save lives.
A short film on National Road Safety Month 2026, capturing awareness drives, outreach programmes, and citizen participation in traffic safety campaigns across the state, was screened as part of the function.
As part of the function, the Chief Minister handed over the Certificates of Commendation to Assistant Sub Inspector, Traffic Control Police Imphal West, Yumnam Priyobratan for successfully booking the highest e-challan amounting to Rupees Seventy-two lakhs eighty-one thousand only, during the year 2025 and Assistant Sub Inspector (Enforcement) of District Transport Office, Thoubal Md. Ali Hassan for booking the highest e-challan amounting to Rupees forty seven lakh eighteen thousand five hundred only, during the year 2025.
Awards were distributed to winners of the marathon and painting competitions, recognizing the significant engagement of the youth in spreading the message of traffic laws. It may be mentioned that, as part of the National Road Safety Month observation, a 10K run was organized under the theme “Sadak Suraksha Jeevan Raksha,” reinforcing the message that road safety saves lives. Chief Minister Yumnam Khemchand Singh also distributed traffic control equipment to the District Transport Officer, Imphal East and Imphal West and teams of the Traffic police. The items include breath analyser, spring post, delineator post, baton light, fluorescent reflective jackets, traffic cone, handcuff, wheel clamp, speed gun, handheld megaphone, helmet, and raincoat. The programme organised by the Department of Transport was attended by MLAs, Administrative Secretaries, students from various schools, department officials among others.
