Imphal’s “Vision 2042” Blueprint Hits Financial Hurdle Amid State Funding Delay

The ambitious Imphal Ring Road project, a cornerstone of Manipur’s “Vision 2042” master plan, is facing a significant roadblock. Despite a fast-approaching 2026 deadline, the project has been hit by delays in fund disbursement. Reports indicate that the state government owes nearly 200 crore rupees to executing agencies, sparking fears that the vital infrastructure meant to decongest the capital city could see a major setback.

Launched in February 2025 with support from the Asian Development Bank (ADB), the 51.23-kilometre Imphal Ring Road is designed to serve as a bypass to alleviate chronic traffic congestion within the city. The total project cost stands at 1,760 crore rupees, covering civil works, environmental mitigation, and green transport initiatives. However, the progress has slowed as the state government has reportedly failed to release the required 10 percent mobilisation advance and other outstanding dues to the implementing agencies under the Public Works Department.

The financial structure of the project involves a repayment plan spanning 25 years, with the Government of India bearing the interest component. Beyond mere connectivity, the Ring Road is envisioned as an eco-friendly corridor, promoting e-vehicles and low-carbon, last-mile connectivity in alignment with the Paris Agreement. It is expected to drastically improve access to healthcare, education, and markets while stimulating local economic activity through job creation.

While the official completion target remains December 2026, the current liquidity crisis has raised alarms among stakeholders. Experts warn that any further delay in clearing the 200 crore rupee debt could lead to a cascading effect on the construction schedule. As Imphal continues to grapple with increasing traffic volume, the timely completion of this project is seen as essential for enhancing the overall quality of life and ensuring the success of the state’s long-term urban development strategy.
