Manipur Tribal Council Seeks NRC With 1951 Base Year

The Joint Tribes Council Manipur (JTCM) has called for the implementation of the National Register of Citizens (NRC) in Manipur before the Census or any delimitation exercise is undertaken in the state. Expressing concern over what it described as continued cross-border influx and demographic changes, the council said a verified record of genuine citizens and indigenous inhabitants was necessary to protect the identity, land, resources and political rights of indigenous communities. The JTCM urged the Centre and the Manipur government to implement the NRC using 1951 as the base year and to defer the Census until the verification process is completed. It similarly argued that delimitation should follow only after the NRC so that electoral representation is based on verified demographic data. The council also demanded the de-recognition of settlements allegedly recognised as villages without meeting the criteria under state law. Describing the NRC, Census and delimitation as interconnected processes, the JTCM urged both governments to take urgent steps to address its concerns. It warned that proceeding with the Census despite opposition could lead to protests, including bandhs, rallies and sit-ins. The council said its demands were aimed at safeguarding the identity, land rights and political interests of Manipur’s indigenous communities.
