DESAM Calls for Independent Inquiry into BOSEM Examination Material

The Democratic Students’ Alliance of Manipur (DESAM) has demanded an independent investigation into 160 metric tonnes of non-watermarked paper procured for the Board of Secondary Education, Manipur (BOSEM), raising concerns over its current status and the quality of educational materials supplied to students. In an open letter to Chief Minister Yumnam Khemchand Singh, DESAM sought a transparent, item-wise account of the paper purchased in December 2025 during President’s Rule, including the quantity used, remaining stock and any amount that remains unaccounted for. The student body also questioned how such a large quantity could have been stored at the BOSEM premises, citing concerns over the availability of adequate storage facilities. DESAM called for strict action against officials found responsible for procurement, distribution or supply of allegedly sub-standard textbooks and examination materials. The demand comes amid growing student dissatisfaction and protests over educational resources, with several student organisations previously seeking intervention from the Governor. DESAM has urged the Chief Minister to expedite a pending high-level inquiry and ensure an impartial investigation to establish accountability and prevent further irregularities in Manipur’s education system.
