The Election Commission of India (ECI) on Sunday published the draft electoral roll for Manipur after completing the Enumeration Phase of the Special Intensive Revision (SIR) 2026, with more than 19.34 lakh eligible electors submitting their enumeration forms across the state.According to the Office of the Chief Electoral Officer (CEO), Manipur, the enumeration exercise was conducted from May 30 to June 28 across all 16 districts. Out of 20,93,076 potential electors, 19,34,399 submitted their forms, resulting in a response rate of 92.42 per cent.The revision exercise also led to the identification of 43,000 deceased electors, accounting for 2.06 per cent of the total electorate. Officials further identified 1,08,283 electors who had either shifted their residence, were unavailable during the exercise or fell under other categories, representing 5.17 per cent of the electorate. In addition, 7,394 duplicate voter registrations, or 0.35 per cent, were detected. Election officials said these duplicate entries would be retained at only one polling location after verification.
The exercise was carried out through an extensive election network comprising 60 Electoral Registration Officers (EROs), 84 Assistant Electoral Registration Officers (AEROs), 317 Booth Level Officer (BLO) Supervisors and 2,956 Booth Level Officers across the state.The CEO’s office said 10 recognised political parties participated in the revision process. It also noted that the number of Booth Level Agents (BLAs) increased from 5,003 to 6,363, indicating greater political participation and transparency during the revision exercise.Special arrangements were also made for Internally Displaced Persons (IDPs) through designated District Nodal Officers to ensure that eligible displaced voters were able to participate in the enumeration process.The Commission has invited citizens who turned 18 years of age on or before July 1, 2026, to apply for inclusion in the electoral roll by submitting Form 6.To improve voter convenience, the number of polling stations has been increased from 2,956 to 3,041. According to the Commission, no polling station in the state will have more than 1,200 electors.
The claims and objections period will remain open from July 5 to August 4, during which voters can seek inclusion, correction or deletion of entries through Booth Level Officers, Electoral Registration Officers, the Voters Service Portal or the ECINET mobile application. As per the election schedule, all claims and objections will be disposed of by September 2, while the final electoral roll for Manipur will be published on September 6.
