Fresh Clashes in Manipur’s Bishnupur; Curfew Imposed Amid Rising Tensions

Fresh clashes broke out between security forces and protesters in the Thinungei area of Bishnupur district on Tuesday, leaving at least six people injured and escalating tensions in the region.
The situation deteriorated around noon, with locals reporting the use of tear gas shells and alleged firing during the confrontation, though there was no official confirmation on the nature of force used at the time of reporting. Protesters claimed that vehicles suspected of carrying weapons were intercepted, which led to the escalation. During the unrest, at least one vehicle was set ablaze.
Security forces, including the Rapid Action Force (RAF), have been deployed in large numbers to restore order. Despite this, protesters continued enforcing road blockades, checking vehicles and disrupting movement in and around Thinungei.
Amid the deteriorating law and order situation, the district administration has imposed a curfew across the entire revenue jurisdiction of Bishnupur district under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023.
The order, issued by District Magistrate Pooja Elangbam, prohibits the movement of any person outside their residence from 5:00 PM on April 14 until further orders. It also bans the assembly of five or more persons carrying sticks, stones, firearms, sharp weapons, or any potentially dangerous materials.
However, exemptions have been granted to essential and emergency services, government agencies involved in maintaining law and order, financial institutions, and judicial bodies including the High Court and subordinate courts.
The order further states that any emergency events such as marriages or funerals will require prior written permission from the District Magistrate or the Superintendent of Police. The curfew has been imposed as an immediate preventive measure due to the risk of serious breach of peace and danger to lives and property.
Meanwhile, Govindas Konthoujam appealed for public patience regarding the ongoing investigation into the Tronglaobi bomb attack, stating that identifying those responsible will take time.
He also said that steps are being taken to dismantle unauthorized camps linked to the banned United National Liberation Front, in line with the peace agreement with the Government of India.
Authorities continue to monitor the situation closely as tensions remain high across the district.
