The Delhi Police Special Cell, in a joint operation with the Manipur Police and central security agencies, has arrested an alleged member of the banned Kangleipak Communist Party (KCP), officials said on Wednesday. The accused has been identified as Haobijam Dilip Singh. According to officials, he was allegedly associated with the proscribed insurgent outfit and was operating secretly in the national capital at the time of his arrest. Security agencies reportedly acted on specific intelligence inputs regarding his movement and activities in Delhi. After surveillance and coordinated tracking, the joint team carried out the operation and took him into custody.
Officials said preliminary investigation suggests that the accused was on a covert mission in Delhi. However, agencies have not yet disclosed the exact nature of the mission. Investigators are now questioning him to gather more details about his contacts, activities and possible links within and outside the capital. Sources in the security establishment said agencies are also examining suspected arms supply routes, financial networks and possible sleeper cells linked to the banned outfit. Investigators are trying to determine whether any support network was active in Delhi or other parts of the country.
The Kangleipak Communist Party is a banned insurgent group operating in Manipur and has been under the watch of security agencies for its alleged involvement in unlawful activities in the region. Officials said further investigation is underway and more details are expected to emerge after interrogation and verification of electronic and financial records connected to the accused.
